proposed to confer on the Municipal Council with the consequent reduction in the work of the Central Government the existing structure would be over-

weighted. A Legislative Council would still be necessary in order that public opinion might have a channel for expressing itself on matters of policy leading to legislation, It was thought, however

that the function of an Executive Council could be

performed by a Committee of the Legislative Council which might be called "Governor's Council" or

"Council of Goverment".

If these terms had the

flavour of retrogression, perhaps the term

"Executive Committee" could be used.

10.

The suggestion for the Legislative Council

was that it should consist of 14 Members with the

Governor as Chairman with a casting vote. These

14 Members would consist of:

5 Official Members

Colonial Secretary,

Secretary for Chinese Affairs,

Financial Secretary,

Attorney-General,

General Officer Commanding.

2 Ex-officio Members who, while not official,

could be counted on to support the Goverment

on any national issues

the Mayor,

the Chairman of the proposed

Her bour Trust.

7 Unofficial Members of whom

should be Chinese,

European,

Portuguesc.

The merit of these proportiona would be that there

would be an Unofficial majority in the Legislative Council
